Master in Public Administration

The Master of Public Administration program is designed for future leaders of government, civil society and market organizations responsible for pursuing the public interest. It integrates theory and practice in enhancing understanding, knowledge and skills essential to the management and leadership of public organizations. It does this through various analytical lens that structure, guide and inform an assessment of the complexities and challenges of organizing public action within and across the state, market and civil society.

Overview

The compulsory and core subjects explore contemporary public issues and dilemmas locally, regionally and globally. The emphasis is on key disciplinary and interdisciplinary perspectives on public administration, management and governance, which can be clustered as government institutions and processes, law and regulation, public sector finance, economic policy and management, environment and agriculture, and international governance and policy. The aim throughout is to foster debate and provide comparative insights in addressing the dynamics of continuity and change in government and governance.

The MPA is a professional degree which is aimed at early career individuals. This ensures an educational experience in which current work experience can be used to bring life to issues in policy, administration, management and governance.

The MPA programme has been developed in response to the increasing demand for an efficient, effective, accountable and representative public service in light of the fast changing economic, social and political environment in Somalia and in the international milieu. Indeed, in the past decade, many public sector reforms have been initiated and implemented with a view to making public service instrumental in making the country positively adjust to the new demands generated by changes in the domestic and international arena.

The MPA program’s core curriculum includes graduate-level coursework in economics, statistics, the politics of policymaking, and management. You will take a two-semester course in economics, one course on politics, and one-semester courses in statistics, management, and financial management
